This is a new application of a Hotel and Restaurant Liquor License for Faire Society LLC DBA Faire Society, located at 117 Navajo Trail Dr. Suite A Pagosa Springs, Colorado. This request is to consider a Resolution authorizing the consolidation of Lots 9 and 10, Block 11, Pagosa In The Pines, according to the plat thereof filed March 13, 1970, as Reception Nos. 73014 thru 73027, in the office of the Clerk and Recorder, Archuleta County, Colorado, to become Lot 9X, also known by address as: 130 E Golf Place, Owned by Jenneye Shugar and Norman M. In June 2021, the Board of County Commissioners (the “BoCC”) approved an Agreement to Award Incentive to Maintain Lewis Street Apartments as Affordable Housing (attached). Section 1.b. of the Agreement states that an annual report shall be provided to the BoCC setting forth the rental rate for each unit at the property at 303 S. 7th Street and at 311 S. 7th Street compared to the 100% of the AMI for Archuleta County. Upon receipt of the report and full payment of the real estate taxes, a refund of the county portion of the tax bill shall be sent to the property owner. The refund will come from the overages recognized by Archuleta County from the fees on short-term rentals. HO Enterprises LLC/OH Pagosa, LLC has provided the report, and this agenda item is to request a refund of the County Portion of the 2023 and 2024 real estate taxes paid.
On May 5, 2025, the State of Colorado disbursed $58,399.00 to Archuleta County, under Title I of the Secure Rural Schools Act (SRS). Under Title I, the funds must be spent on road and school programs with Archuleta County. Each year, a decision must be made regarding how much of the funding will be retained by the County, versus given to the public schools. Current rules require that a minimum of 25% be given to public schools. Today, we are seeking a decision on the allocation of these funds. The County gains nothing by allocating SRS funding to Road & Bridge. If the County allocates the full amount to the public schools, they gain, while the County loses nothing. Staff recommends allocating the full amount of 2025 SRS funding to the public schools serving students within the County.
This item is the recommendation to award funds from the first round of application for the Archuleta County Main Street Grant Program.
