  • Public Hearing for Consideration of Approval of PL-VAR-25-082, LPEA General Variance

    La Plata Electric Association, Inc (LPEA) has requested a General Variance at 2140 Trujillo Road (County Road 500). This variance request is to allow equipment within the proposed Trujillo substation to be taller than Archuleta County’s 40’ maximum. Substations are designed with lightening protection structure “masts” to prevent direct strikes to equipment within the station. The design typically uses “static wires” that are spanned between the masts to cover the substation yard. At the proposed Trujillo substation, these masts, and the transmission dead end are designed at a 46’ – 10” elevation above grade. This height is needed to meet National Electrical Safety Code (NESC) requirements for separation between the static wires, and energized equipment in the yard below.

LAND USE PUBLIC HEARING

  • Public Hearing for Consideration of Approval for of PLN-25-079 the LPEA Utility Substation, Board Conditional Use Permit

    La Plata Electric Association, Inc. (LPEA) has applied for Approval of PLN-25-079 Utility Substation, Board Conditional Use Permit (BCUP) located at the Transfer Station property at 2140 County Road 500. LPEA currently has three substations servicing the Pagosa Springs area compared to Durango’s 22 substations for their residential loads and several others serving industrial loads. A new substation will serve the Town of Pagosa Springs and areas south of Highway 160 including Meadows, Alpha and areas south to Navajo Reservoir along CR 500. This parcel is owned by the Town of Pagosa Springs and easements are in place which allow for the substation development. A 15’ x 30’ control building will be erected. The parcel is zoned Agricultural Ranching (AR).

    This is a complete renewal application for a Hotel & Restaurant liquor license for Chimney Rock Restaurant and Tavern LLC, located at 18710 West Highway 160 in Bayfield, Colorado. This renewal includes no changes and the proper fees have been paid. The Sheriff’s Office and the County Building Department have completed their inspections and found no issues. The proper fees were paid in accordance with the County fee schedule and staff recommends approval of this liquor license renewal.

  • Consideration for Approval of Change Order No. 1 for the Archuleta County Landfill Cell 4B

    This request to is approve Change Order No. 1 for the relocation of an additional 74,640 cubic yards of waste. The excavated waste was relocated into current cell 4a. Although this change order was unanticipated, Archuleta County Solid Waste does have the funds appropriated for this project for a net change of $223,920.00. The original contract total was $1,210,004.53, the new contract total including this change shall not exceed $1,433,924.52.

  • Consideration of Approval of the Certification of Highway User Trust Fund Eligibility

    This annual report provides the Colorado Department of Transportation with the number of miles of streets that are eligible in Archuleta County for HUTF funding. Staff recommends approval of this certification.

  • Consideration of Approval of Four Special Use Permits for Cloman Park for the Pagosa Nordic Club

    This is an application for four (4) Special Use Permits for Pagosa Nordic Club, Inc. – Grooming Nordic Ski Trails from October 31, 2025 to March 30, 2026, Moonrise Cross Country Ski Socials on January 2, January 30 and February 27, 2026, Learn to Cross Country Ski Clinics on January 11, January 18 and February 1, 2026 and the Cabin Fever Nordic Race on January 10, 2026. The appropriate emergency agencies will be notified a week prior to the events. The Pagosa Nordic Club will provide and post their own signage a week prior to the events. Pagosa Nordic Club is requesting a waiver of “Use Fees and App Fees” in the total amount of $575.00, as they care for and maintain the trail heads within Cloman Park at their own expense. Staff recommends approval of these Special Use Permit Applications and Request for Waiver of Fees.

  • Consideration of Resolution 2025 – _____ Appointing Members to the Archuleta County Board of Review and Appeals

    The Board of County Commissioners reestablished the Board of Review and Appeals with the adoption of Resolution 2025-66 at their regular meeting held on November 18, 2025. This Resolution appoints members to the Archuleta County Board of Review and Appeals.
