LIQUOR BOARD – CONSENT AGENDA

  • Consideration of Approval of a Hotel and Restaurant Liquor License Renewal for Shang Hai Restaurant

    This is a complete renewal application, with no changes, for a Hotel & Restaurant Liquor License for Ho’s Shanghai Corp. dba Shang Hai Restaurant, located at 20 Village Drive in Pagosa Springs, Colorado. The Sheriff’s Office and the County Building Department have completed their inspections and found no issues. The proper fees were paid in accordance with the County Fee Schedule and staff recommends approval of this liquor license renewal.

  • Consideration of a Letter of Support for Pagosa Springs Medical Center

    This letter of support is for the Upper San Juan Health Service District, dba Pagosa Springs Medical Center (PSMC), and its request for a $200,000 matching grant to renovate 302 San Juan Street into a second PSMC EMS station.

  • Consideration of a Letter of Support for A Safe Place in Pagosa, Inc.

    This letter is in support of A Safe Place in Pagosa, Inc.’s application for a Building Development Grant to complete construction of Aspen House in Archuleta County. Aspen House represents a transformational solution that will provide safe, stable housing combined with meaningful supportive services for some of our community’s most vulnerable residents.

  • Ratification of a Letter of Support for Region 9 Economic Development

    This letter is in support of maintaining the State’s current financial commitment to the Multimodal Transportation and Mitigation Options Fund (MMOF). In rural regions, MMOF is one of the few flexible tools that supports local transit operations and essential capital needs like access to work, healthcare, and essential services, especially for seniors, people with disabilities, and lower-income residents. The Vice Chair signed this letter on February 20, 2026.

NEW BUSINESS

  • Consideration of Approval of an Application for a Special Use Permit

    This is an application for Special Use Permit for Four Corners Flyers, Inc. for its Annual Big Picture Classic, a disc golf event at Cloman Park. The dates of the Event are May 8-10, 2026, 8:00 am to 6:00 pm. Required use fees ($625.00) and a refundable deposit ($200.00) have been received. Notice of the event will be posted at Cloman Park a week prior and the appropriate emergency agencies will be notified. Staff recommends approval of this Special Use Permit.

  • Consideration of Resolution 2026 – _____ Authorizing the Submission of an Application for 2025 State Community Development Block Grant – Economic Development Infrastructure Grant Funds for the FHTP 3-Phase Power Project and Authorizing the Chair to Sign all Documents Necessary to Complete the Requirements for the Grant Application

    The Community Development Block Grant (CDBG) program is a federally funded program administered Colorado Dept of Local Affairs (DOLA). The program supports rural Colorado counties and municipalities by funding projects that improve community infrastructure and economic conditions for low- and moderate-income residents. The Grant Application being considered will request $350,000 of CDBG funds for the Forest Health Timber Products (FHTP) 3-Phase Power Project, creating jobs for low-to-moderate income residents.  The application includes the following exhibits:  Statement of Assurances and Certifications, Citizen Participation Plan, Excessive Force Policy Resolution, Residential Anti-Displacement and Relocation Plan Assistance, and draft Memorandum of Understanding.
