BOARD OF ADJUSTMENT – CONSENT AGENDA

  • Consideration of Board of Adjustment Resolution 2026 – _____ Approving Variance from the Archuleta County Land Use Regulations for Laura Ochoa Representing Cues and Brews on Lot 18, A Replat of Village Service Commercial, A Resubdivision of a Portion of Pagosa Village Service Commercial

    At their Regular Meeting on March 17, 2026, the Board of Adjustment held a public hearing to approve a General Variance from the Archuleta County Land Use Regulations Conditions of Approval from the Commercial Use by Right Permit (Limited Indoor Recreation Facility) that was approved on May 8, 2025, by the Archuleta County Planning Department (PL-UBR-25-038). The Board, with a 3-0 vote, approved the General Variance. This Resolution is to formally approve the Variance for Laura Ochoa representing Cues and Brews. Staff recommends adoption of this Resolution.

LIQUOR BOARD

  • Consideration of Approval of a Retail Liquor Store License Renewal for Pagosa Liquor Inc. dba Pagosa Liquor

    This is a complete renewal application, with no changes, for a Retail Liquor Store License for Pagosa Liquor Inc. dba Pagosa Liquor, located at 30 B N. Pagosa Boulevard in Pagosa Springs, Colorado. The Sheriff’s Office and the County Building Department have completed their inspections and found no issues. The proper fees were paid in accordance with the County Fee Schedule. Following a 2025 violation, Pagosa Liquor has successfully fulfilled the terms of their stipulated agreement. The establishment served a mandatory suspension period from March 13 to March 16, 2026 and has remitted all required fines. Having met these requirements, the applicant is now eligible for the 2026 renewal of their liquor license.

  • Consideration of Resolution 2026-__ Consolidating Three (3) Lots Located in Lake Forest Estates, Into One (1) Lot, Owned By Catherine L. Frye & Lincoln E. Frye III

    This request is to consider a Resolution authorizing the consolidation of Lots 264, 265, and 266 of Lake Forest Estates, according to the plat thereof filed for record June 4, 1973, as Reception No. 77869, in the office of the Clerk and Recorder, Archuleta County, Colorado, to become Lot 265X, owned by Catherine L. Frye & Lincoln E. Frye III. The impact on the County budget is generally neutral, as revenue from the County Fee Schedule offsets the reduction in property taxes. This consolidation has been reviewed by the Staff and is recommended for approval.

  • Consideration of Approval of an Assignment of Hanger Ground Lease

    This Assignment of Hangar Ground Lease assigns all rights, title and interest in Hangar 704 West Condor (formerly known as Hangar 500F), from Kenneth Tooker to C&J Hangars, LLC. Staff recommends approval of this Ground Lease Agreement.

  • Consideration of Approval of Agreements Between 0Wire Communications, LLC and Archuleta County

    These agreements provide for the installation and operation of free Wi-Fi service for the County and associated entities at the CSU and fairgrounds, as well as free public Wi-Fi access at those locations. In addition, the agreement includes no-cost advertising for the County and a 30% revenue share from the vendor’s advertising billboard sales.

  • Ratification of a Letter of Support for the United States Department of Energy

    This letter is in support of Colorado’s participation in the U.S. Department of Energy’s Nuclear Lifecycle Innovation Campus Request for Information. As a community directly affected by energy transition, we believe early engagement is essential to ensure that local perspectives, infrastructure realities, and workforce alignment, and long-term economic considerations are understood within any federal evaluation process. The Board of County Commissioners signed this letter on March 24, 2026.

    This letter is in support of Healthy Archuleta’s Congressionally Directed Spending request to develop the Archuleta Community Food Hub and Hall in Archuleta County. The Board of County Commissioners signed this letter on March 24, 2026.

    This letter is in support of Habitat for Humanity of Archuleta County regarding the February 10 revisions to the USDA Section 502 Direct Loan Handbook (PN 655). The Chair signed this letter on March 19, 2026.

  • Ratification of the Chair’s Signature on an Intergovernmental Grant Agreement for the Archuleta County Sheriff’s Office

    The purpose of this project is to supply local law enforcement with livescan machines and mobile ID devices, pursuant to implementing SORNA. The Colorado Bureau of Investigation (CBI) will purchase and distribute this equipment via an RFP process, the CBI is authorized to disburse these funds by Colorado Revised Statute 24-33.5-427. The equipment to be distributed to Archuleta County Sheriff’s Office: Four (4) mobile ID device(s).

  • Consideration of a Financial Sponsorship to the Colorado 2026 National Association of County Agriculture Agents Annual Conference

    The 2026 National Association of County Agriculture Agents Conference will be held in Denver in July. The 2026 conference marks a significant return to Colorado — its first since 1986 in Colorado Springs and only the second time in Denver since 1949. This historic occasion provides a strong opportunity to engage partners and supporters in advancing agricultural education and outreach. This request financial sponsorship of $1,500 in support of conference programming, events, and participant engagement.

  • Consideration of Approval to Allocate Secure Rural School Funding to Public Schools

    On March 23, 2026, the State of Colorado disbursed $265,779.69 to Archuleta County, under Title I of the Secure Rural Schools Act (SRS) and Title III. Under Title I, the funds must be spent on road and school programs with Archuleta County. Each year, a decision must be made regarding how much of the funding will be retained by the County, versus given to the public schools. Current rules require that a minimum of 25% be given to public schools.

  • Consideration of Approval to Continue Professional Services with Short Elliot Hendrickson Inc.

    This is a request to continue professional services with Short Elliot Hendrickson (SEH). The services provided are to include general engineering and environmental monitoring for the Archuleta County Landfill. SEH is the recommended vendor for this purchase. The 2026 agreement not to exceed the amount of $80,000.00

  • Consideration of Approval to Award Strohecker Asphalt the Pines Drive Resurfacing Project

    Archuleta County Road & Bridge Department received a total of two Bids. One from Strohecker Asphalt with a bid of $502,808.80 and another from Oldcastle SW Group in the amount of $571,994.00. My recommended vendor for this purchase is Strohecker Asphalt in the amount not to exceed $502,808.80.

  • Consideration of Approval to Pave the Remainder of Cloman Boulevard

    Archuleta County received a donation to pave the parking lot at Cloman Park. In an effort to protect the newly paved parking lot, I am requesting to pave the remaining 0.3 mile of Cloman Boulevard. There may be additional cost savings since the contractor will be close to the suggested site.

  • Consideration of Approval of the Notice of Grant and Agreement Award with the U.S. Department of Agriculture

    The purpose of this Grant Agreement is for the United States Department of Agriculture, Natural Resources Conservation Service, hereinafter referred to as the “NRCS,” to provide technical and financial assistance to Archuleta County, for Emergency Watershed Protection (EWP) Program Project No. 5097 in Archuleta County. This project is in reference to for implementation of recovery measures that if left undone, pose a risk to life and/or property. (DSR 08-03-26-5097-004– Flooding – Protection of infrastructure from future flooding through streambank protection, debris removal, and other protection measures.)

  • Consideration of Approval to the Pagosa Springs Community Development Corporation Workforce Housing Funding Request to Be Used for Utility Connection Costs

    On March 16, 2021, the Board of County Commissioners adopted Resolution 2021-22 Creating the Archuleta County Workforce Housing Development Fund. This agenda item is a request of $40,000 from the Archuleta County Workforce Housing Development Fund to be used towards utility connection costs.

  • Consideration of Approval of a Letter to Colorado Department of Local Affairs for a Formal Request to Amend the Local Planning Capacity Grant Agreement

    This letter as a formal request from Archuleta County, to amend its existing Local Planning Capacity (LPC) grant agreement and add a new scope of work in the amount of $25,000. The County has adopted an expedited review policy that meets Proposition 123 requirements and received notification that we are now eligible for $50,000 in Fast Track Incentive Funding. The supplemental funding in the amount of $25,000 would be used to pay wages for the Multi-Jurisdictional Housing Coordinator under project #24-020.

  • Consideration of Resolution 2026- _____ Authorizing the County Manager or Their Designee to Submit a Funding Request to DOLA’s Local Planning Capacity Grant Program on Behalf of Archuleta County

    This is to amend its existing Local Planning Capacity (LPC) grant agreement and add a new scope of work in the amount of $25,000. The County has adopted an expedited review policy that meets Proposition 123 requirements and received notification that we are now eligible for $50,000 in Fast Track Incentive Funding.  This is requesting to have $25k of its to-be awarded incentive dollars, given to the Town the manage to be used to pay wages for the Multi-Jurisdictional Housing Coordinator under project #24-020.  The Amendment requests a change to our existing LPC DOLA grant application filed last month, the Resolution gives the County Manager authorization to execute the agreement.

  • Consideration of Approval to Award Winning Proposal for the Archuleta County Comprehensive (Community) Plan Update

    A Request for Proposal a Community Plan Update for Archuleta County was fielded with a deadline of March 6, 2026. The Board of County Commissioners received three proposals as outlined in the proposal abstract. This agenda item is for the Board of County Commissioners to award the winning proposal and direct staff to prepare a contract with that consultant.
