The Southwest Colorado Healthcare Coalition (SWCHCC) is a regional collaborative network of healthcare organizations and emergency response partners that enhance healthcare system readiness, response, and recovery for emergencies affecting the Southwest Region of Colorado, which includes Archuleta, Dolores, La Plata, Montezuma, and San Juan Counties, and the Ute Mountain Ute and Southern Ute Indian Tribes.

SWCHCC’s mission is to strengthen coordination, preparedness, and resilience across the healthcare system through communication, planning, training, and collaboration. The Clinical Advisor (CA) provides medical and clinical subject-matter expertise to support these efforts and ensure that the coalition’s work reflects best practices in healthcare operations, surge capacity, and medical coordination.

This position operates under the Hospital Preparedness Program (HPP) funding administered by the Colorado Department of Public Health and Environment Office of Emergency Preparedness and Response (OEPR) and the Archuleta County Department of Public Health, acting as fiscal agent.

Clinical Consultation Reports

Written summary of recommendations and findings from assigned projects (e.g., plan reviews, exercises, or response support).

Participation in Exercises

Attend SWCHCC Steering or partner meetings as invited.

Contribute clinical analysis to annual HCC evaluation report.

Submission Requirements

Applicants must submit a PDF proposal including:

  1. Cover Letter / Executive Summary – Describe your interest in the Clinical Advisor role, relevant qualifications, and understanding of coalition mission and scope.
  2. Qualifications and Experience – Detail clinical background, certifications, and previous emergency preparedness or coalition work.
  3. Proposed Approach – Outline how you would approach the advisory role, ensure timely deliverables, and collaborate with coalition partners.
  4. Availability and Fee Structure – Provide hourly rate or project-based fee structure and confirm your availability within the specified contract period.
  5. References – Include at least two (2) professional references familiar with your clinical or preparedness work.

Bid Opening Information

SWCHCC seeks qualified clinical professionals to serve as Clinical Advisor(s) under independent contractor agreements. Up to two contracts (Primary and Alternate) may be awarded. Advisors will provide on-demand consultation and deliverables that directly support the coalition’s preparedness and response objectives under the FY25–26 HPP Work Plan.

Each accepted assignment must be completed within two weeks, unless an extension is mutually agreed upon by the Steering Committee.

Qualifications

  • Active clinical license (MD, DO, RN, NP, PA, or equivalent) in the State of Colorado.
  • Minimum 3 years of clinical practice experience in emergency, hospital, or community health settings.
  • Demonstrated experience in disaster preparedness, infection control, or medical surge planning preferred.
  • Working knowledge of the Hospital Preparedness Program (HPP), ICS/HSEEP frameworks, and Colorado’s healthcare response systems.
  • Ability to communicate complex clinical information clearly to non-clinical audiences.
  • Experience collaborating across multiple disciplines and agencies (public health, EMS, hospitals, emergency management).

Special Requirements

  • Provide clinical and operational guidance for regional healthcare preparedness and response planning, training, and exercises.
  • Collaborate with the Readiness & Response Coordinator (RRC) and Steering Committee to integrate clinical perspectives into coalition deliverables and capabilities.
  • Review and advise on regional healthcare plans, surge strategies, and communication pathways to ensure alignment with ASPR/HPP and CDPHE guidance.
  • Participate in training, exercises, and response activities to support healthcare partners.
  • Ensure that AFN (Access & Functional Needs), CMIST, and infection control considerations are embedded in preparedness documentation.
  • Advise on resource management, including triage, patient movement, medical countermeasures, and continuity of care.
  • Support After-Action Report/Improvement Plan (AAR/IP) development when clinical issues are identified.
  • Provide clinical expertise during real-world incidents or activations when requested by the Steering Committee.
  • The independent contractor shall maintain confidentiality of all sensitive information obtained in the course of work and comply with all applicable privacy and data protection laws, including HIPAA, where applicable.

Contract Terms and Compensation

Contract Period: December 1, 2025 – June 30, 2026 (with potential renewal)
Contract Type: Independent Contractor (1099)
Compensation: Up to $7,500 total (Primary) or $5,000 (Alternate) for the contract term, based on assignment volume and deliverables.
Payment: Invoiced monthly via Archuleta County Department of Public Health per completed deliverables.
Travel: Reimbursed at the federal mileage rate for coalition-related travel.
