Purpose & Objective

The Archuleta County Public Health Department is seeking quotes from qualified independent creative professionals, freelance copywriters, or micro-agencies to provide comprehensive monthly digital and print media campaign support. The objective of this contract is to enhance public health literacy, promote local wellness programs, and build community trust through clear, accurate, and visually compelling localized media campaigns.

Budget & Contract Type

This is a Firm-Fixed-Price (FFP) independent contractor agreement. The budget is hard-capped at $1,000.00 per calendar month, comprehensive of all labor, software licensing, localized travel, and production overhead. Paid advertising placement costs (e.g., social media ad spend, local newspaper printing/ad buys) will be handled separately by the department and are not part of this professional services budget.

Scope of Work & Deliverables

 

The selected contractor will collaborate with public health staff to translate technical healthcare guidelines and community initiatives into accessible public-facing content. Deliverables must be executed on a regular monthly cadence as detailed below:

Social Media Management

12โ€“16 posts per month
(Avg. 3โ€“4 per week) to including sharing, tagging, # to further support engagement.

Content creation, graphic design, and copywriting optimized for platforms including Facebook and Instagram. Focus areas include public health services, community health alerts, preventative health practices and various health awareness days/months.

Local Newspaper Content

1 comprehensive column or article per month

Drafting an informative, print-ready column (approx. 500โ€“700 words) for distribution in the local newspaper. Content must address timely public health topics, local environmental regulations, or community health metrics.

Short-Form Video Production

2โ€“4 videos per month (some filmed and edited, other could be lives or less edited videos.

Filming, editing, and captioning brief educational or promotional videos (30โ€“90 seconds) designed for social reels, local presentation, or web usage. Content includes staff highlights, event promos, or public safety instructions.

Coordination & Review

1 monthly alignment meeting

Participation in a monthly 1 hour status check (via Zoom or in-person) with the program manager to outline upcoming content calendars, review metrics, and adjust health messaging priorities.

 

 

Preferred Qualifications

โ€ข Proven experience translating technical, clinical, or scientific information into plain, engaging language for general audiences.
โ€ข Prior experience working with public sector entities, non-profits, or community health systems.
โ€ข Demonstrated familiarity with local community demographics, health concerns, and regional media landscapes within Southwest Colorado.
โ€ข Proficiency with modern creative tools (e.g., Canva, Adobe Creative Cloud, CapCut) and familiarity with digital accessibility standards (e.g., video closed-captioning).
Important Note on Compliance: All produced health communications must adhere to strict scientific accuracy guidelines and respect public health privacy considerations. Deliverables are subject to final administrative approval prior to publication.

Submission Requirements

Interested contractors must submit a streamlined proposal package by the deadline listed above via email to awilson@archuletacounty.gov. The package must include the following four items:
1. Professional Resume/Profile: A brief overview of your background, experience, and creative capabilities.
2. Work Portfolio: High-quality samples or digital links to 3 relevant past works, including at least one writing sample (article or column) and one visual asset (graphic design post or video link). Samples focused on public health, public policy, or community education are highly preferred.
3. Statement of Approach: A brief narrative (under 1 page) explaining how you plan to manage the monthly workflow, maintain regular content schedules, and quickly pivot in the event of an urgent public health or environmental update.
4. Professional References: Contact information for two recent professional clients who can speak to your reliability, execution speed, and quality of work.

Evaluation Criteria & Selection Timetable

Submissions will be formally evaluated by an internal department review panel based on the following criteria:
โ€ข Portfolio & Technical Execution Quality (50%): Clarity of writing, visual appeal of graphics, clean editing of video elements, and adherence to professional communications standards.
โ€ข Relevant Domain Experience (30%): Demonstrated success communicating technical public health, regulatory, governmental, or educational content.
โ€ข Operational Feasibility & Approach (20%): Clarity of the contractor's proposed workflow, turnaround times, and local context awareness.
Anticipated Procurement Schedule:
โ€ข August 3, 2026: Quotes due by 5:00 PM MDT
โ€ข August 7, 2026: Review completion & finalist notifications
โ€ข August 10, 2026: Contract award and finalization
โ€ข August 12, 2026: Project kickoff and service commencement
