PURPOSE & OBJECTIVE

The County of Archuleta, Colorado is soliciting proposals from qualified Certified Public Accounting (CPA) firms to perform a joint financial and compliance Single Audit for the fiscal year ending December 31, 2026.

The County operates on an annual budget of approximately 51M Total Budget. Because federal grant expenditures are projected to exceed $750,000.00, a federal Single Audit is required. The maximum total budget allocated for the combined financial and Single Audit engagement, not to exceed $60,000.00.

The contract will cover the 2026 fiscal year audit, with options to renew annually for up to four (4) subsequent fiscal years.

SCOPE OF WORK

The selected auditor will perform the following duties:

A. Express an independent opinion on the fair presentation of the Countyโ€™s basic financial statements in conformity with GAAP and Government Auditing Standards.
B. Prepare and issue the Independent Auditorโ€™s Report on Internal Control and Compliance.
C. Prepare the final audited financial statements to the Board of County Commissioners at a public meeting no later than June 30, 2027.

MANDATORY FEDERAL SINGLE AUDIT CLAUSE:

D. The selected auditor must perform a compliance audit on the County's major federal programs in strict accordance with the Single Audit Act Amendments of 1996 and OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200). The auditor shall test internal controls over compliance, express an opinion on compliance for each major program, and prepare the Schedule of Findings and Questioned Costs. The auditor will also assist the County with the electronic submission of the reporting package to the Federal Audit Clearinghouse (FAC).

MANDATORY BIDDER QUALIFICATIONS

Firms must meet the following baseline criteria to be considered:

  • Licensed and in good standing with the Colorado State Board of Accountancy.
  • Independent of the County as defined by Government Auditing Standards.
  • Completed an approved peer/quality control review within the last three (3) years.
  • Demonstrated experience performing at least three (3) County or municipal Single Audits under OMB Uniform Guidance within the past five (5) years.

INSTRUCTIONS FOR SUBMISSION

Proposals are strictly limited to a maximum of ten (10) pages (excluding resumes and peer review reports). Submissions must include:

A. Technical Proposal Section:

1. Brief firm profile and contact details.
2. Resumes and qualifications of the specific Partner, Manager, and Field Staff assigned to the audit.
3. A project timeline explicitly mapping out separate dates for financial fieldwork and federal compliance testing.
4. References: Contact details for three (3) current government clients for whom you perform Single Audits.

B. Sealed Cost Proposal Section (Submit as a separate electronic file or separate envelope):

1. A total, flat, all-inclusive maximum fee for the entire 2026 financial and Single Audit engagement (inclusive of travel, report preparation, and FAC submission assistance).
2. A separate price breakout listing the specific cost allocated to the Single Audit portion.
3. A breakdown of hourly rates by staff level (Partner, Manager, Staff) for any out-of-scope work.
