Region 9 Economic Development District is updating the Comprehensive Economic Development Strategy (CEDS) for 2026. This plan sets priorities for the next five years in housing, jobs, infrastructure, natural resources, and quality of life across Archuleta, Dolores, La Plata, Montezuma, and San Juan Counties.

Your participation is key. It takes about 10-20 minutes to complete. All responses are confidential. Results will be combined with other community input to create a regional picture of well-being and opportunity.

Special Use Permits (and Cloman Park)


If you would like to host a special event (cross-country skiing, disc golf, 5K run, etc.) in Archuleta County, please click this link to complete the Special Use Permit Application. Then submit the Application to the Archuleta County Administration Office with all the required supplemental documents (as outlined in the Application).

Cloman Park

Cloman Park is an open space park northwest of downtown Pagosa Springs off Piedra Road, at the end of Stephens Lake Road on Cloman Blvd. It features an 18-hole disc golf course, hiking and biking trails, and groomed cross-country ski trails in the winter. 

Cloman Park is a free day use area, but available for private events upon requesting a Special Use Permit for reservations. 

Reservations are on a “first come, first served” basis and require all documents and fees be collected as far in advance of the event as possible.
