Region 9 Economic Development District is updating the Comprehensive Economic Development Strategy (CEDS) for 2026. This plan sets priorities for the next five years in housing, jobs, infrastructure, natural resources, and quality of life across Archuleta, Dolores, La Plata, Montezuma, and San Juan Counties.

Your participation is key. It takes about 10-20 minutes to complete. All responses are confidential. Results will be combined with other community input to create a regional picture of well-being and opportunity.

Development Services


Development Services consists of three departments: Building, Planning, Water Quality and Code Enforcement. Each department carries its own mission and responsibilities to County residents. Development staff are available via appointment using each staff members Bookings link, or by calling the numbers provided for each associate. 

Building Department

The mission of the Building Department is the protection of life, health, property, and public welfare through effective administration and enforcement of the building codes. In accomplishing this mission, we strive to maintain the highest levels of fairness, professionalism, and ethical conduct toward the citizens of Archuleta County whom we serve.

Planning Department

The mission of the Planning Department is to facilitate community and economic development while protecting the health, safety, and general welfare of present and future residents of Archuleta County.

Water Quality Department

The mission of the Water Quality Department is to provide efficient, effective, and reliable water and wastewater programs, while meeting or exceeding state and federal environmental quality regulations. We are committed to the protection of public health and safety, with respect to the natural environment, while reaffirming all people’s right to safe drinking water.

Code Enforcement

Code Enforcement’s motto is “Here to help, not harass.” Their mission, is to enhance the Archuleta County community through excellent service and accountability with maximum transparency. The Code Enforcement Department holds itself to high standards providing services with effective solutions and commitment to a high-quality customer experience.
