You may request information on your replacement by contacting the Archuleta County Election Office at (970) 264-8331 during regular business hours Monday through Friday from 8:00 am to 4:00 pm or on election day from 7:00 am to 7:00 pm.Before calling to request a replacement mail ballot, we recommend that you check your voter registration record to make sure your ballot has been mailed and that it was mailed to the correct address. If you update your address, this will automatically trigger a new ballot to be mailed to you (and the old one will be voided). To receive a ballot by mail, make sure you register/update your address at least 8 days prior to election day. Ballots must be returned to and in the hands of the Archuleta County Clerk & Recorder no later than 7:00 PM on Election Day.  Postmarks do not count.

However, if you login to your BallotTrax account, you should see a message saying you voted in-person.

The intent is to meet the needs of those voters who want more options than just voting on a single day. We want to remove any physical or psychological barriers that might prevent someone from voting.

Early voting provides flexibility and convenience. However, some voters may wish to wait until election day to cast their votes. Historically, there has always been a rush of last-minute news coverage or other information about the candidates / issues that comes out in the final days of campaigning. This information may be helpful in making a decision. However, if you know who you support, early voting may be a good option for you.

Once you have voted, either through early voting, at a vote center, or by mail-in ballot, your vote is cast and final.

One-story detached storage buildings up to 200 square feet can be built without a permit. Adding to any existing building needs a permit.

You can do interior remodeling without a permit if there are no structural changes to the building. Adding or taking out walls or changing window sizes are structural change. Personal Property is valued every year. The Assessor mails the Declaration Schedules as soon after January 1st as possible. If the owner of personal property does not receive a Declaration Schedule in the mail, one may be obtained from our office or from the Colorado Division of Local Affairs. The Declaration Schedule must be returned to our office or postmarked no later than April 15th. Failure to receive a Declaration Schedule does not relieve the taxpayer from the responsibility of filing one. Colorado Division of Local Affairs

A complete itemized list of any equipment, machinery, furniture, security devices, household furnishings and signs which are used for the production of income or in the operation the business, the year it was acquired and the original cost including installation and freight. You may also attach a current Federal Depreciation Schedule, a list of expensed assets with a life greater than one year, fully depreciated assets, stored assets, leased equipment and unlicensed mobile machinery. You may have this information already on your business software and can print it out and attach it to the declaration schedule.

Yes, we will give you an extension on the filing date of April 15th if we receive your request in writing before that date, along with a check for $20 for a 10 day extension and $40 for a 20 day extension.

The late filing penalty is $50 or 15% of the taxes due, whichever is less. If you fail to file a Declaration Schedule, the Assessor may determine a valuation based on the Best Information Available (BIA) and may add a penalty of 25% of the assessed value for omitted property. If it is the first time you have received a Declaration Schedule from our office and we do not receive it back, we will try to make an appointment with you to do an onsite review of your property prior to assigning it a BIA value. However, we have a small window (60 calendar days) in which look at all the returned schedules, assign values and get the Notice of Value (NOV) out to the taxpayers. Once a BIA value has been assigned, if you do not protest when you receive your NOV, our hands are tied as to being able to correct any errors.

All property, real and personal, located in the State of Colorado on the assessment date, January 1, is taxable unless expressly exempted by the Constitution or state statutes. Article X, Section 3, Colorado Constitution, and 39-1-102 (16), C.R.S. In Colorado, property is valued using the three approaches to value: the market approach, the cost approach, and the income approach. However, there are exceptions. Residential real property is valued by the market approach only and agricultural and natural resource land use a production based valuation procedure. The data used to apply the various approaches to value are gathered during specific data collection periods as described in statute. Only information from those time frames can be used to determine the level of value. Property taxes are not calculated on the ”full actual value” as determined by the assessor. Instead, an assessment percentage is applied according to the classification of the property. 39-1-104(1) and (1.5), C.R.S.  The current assessment rate for property that is classified residential is 6.95% of the market value (the actual value for residential properties). The assessment rate for multi-family (apartments) is 6.80% , vacant land is 29%, agricultural is 26.40%, lodging (hotels, motels, B&B’s) is 26.40%, commercial and personal property, is 29% of actual value.

A property owner must be sent a notice of valuation (NOV) every year. This notice must be mailed no later than May 1. In even numbered years, this value is stated on your tax bill. The purpose of this notice is to inform you of any change in your property valuation and advises you of your right to appeal the value.

Rabies vaccinations are only required for your dogs. It is important that you keep the proof of the rabies vaccination in a safe and accessible location in the event that you are required to show it to an officer.

The leash law only applies to dogs that do not respond to voice commands.

Archuleta County does not require you to license any of your pets.

Fleet Management utilizes a fleet management information system that tracks the following: equipment assets, parts and tire inventories, maintenance history and costs, and fuel usage and costs. In addition, the system tracks and forecasts preventive maintenance services.

The Archuleta County Fleet Management Division relies heavily on multiple computerized systems for: equipment management, fuel management, warranty, and equipment diagnostics.

In addition to the original equipment manufacturer (OEM) specific scanners utilized for warranty repairs Fleet Management also utilizes OEM specific diagnostic software.

Fleet Management is responsible for the disposal of county equipment through approved public auctions or trade-in against the purchase of new equipment. Any deviation from this policy requires prior Board of County Commissioners approval.

Fleet Management is responsible for the acquisition of all county equipment by following approved county purchasing policies including the bid process and state and local awards.

If you served active duty as a member of the U.S. armed forces at any time, you may be eligible for VA medical benefits. A simple form, 10-10EZ, can be filed along with a certified copy of your military discharge paper DD 21VA medical benefits may be based on income standards if you do not have VA-rated, service-connected disabilities.

Under normal VA medical benefit programs, a veteran with no service-connected disabilities is required to make a copay payment for medical services currently of $15 or $0 (example: flu shots) per physician outpatient visit, $50 for specialist care and services, and $8 per 30-day supply for medications prescribed or approved by a VA medical facility. In certain income situations, the VA may waive these fees. If the veteran has a service-connected disability these fees may be waived.

The Veterans Service Office can send a request to the Military Archives Center in St. Louis, Missouri, for a certified copy of your military records. Replacement records can take a lengthy amount of time to obtain. In some cases the records are not available at the records center, and must be constructed from military units, military facilities, etc.

In most cases you are entitled to most VA benefits as long as your discharge was other than a dishonorable discharge.

If you served in the military and were in country during the Vietnam era, you are automatically considered at risk from the effects of Agent Orange and may be entitled to special VA medical benefits as service connected. If you were exposed to atomic bomb testing, or served during the Gulf War, or other special circumstances during other military services, you may be considered at risk for service-connected disabilities. These can include cancer, diabetes, and numerous other physical and physiological ailments. See the VSO for more detailed information.

The veteran of the family should meet one of the following criteria in order for the spouse to obtain medical benefits:

• The veteran must be 100% service connected disabled.
• The veteran is deceased from service-connected disabilities.
• The veteran died during active duty with the U.S. Armed Forces as the result of service connected injuries.

The same criteria as applying for medical benefits apply for spouse / survivor VA pension.

The nearest VA clinic for outpatient services is in Durango, CO. The nearest full service facility is the VA medical center in Albuquerque, NM. The Veterans Service Office has transportation vehicles, furnished by Archuleta County, for the use of veteran traveling to and from these VA facilities on a first come / first serve basis, if the veteran does not have adequate personal transportation. A valid Colorado driver’s license is required to use these transportation vehicles.

• Real Property is property considered ’fixed’ to nature (this could mean the land or any improvements).
• Personal property is generally in regards to business and is moveable. Business property typically helps generate income and is anything it takes to run your business or office (equipment, furniture, etc). All personal property is still taxable unless exempt by law.

The sheriff is elected and has authority anywhere within the county. The sheriff is, by law, required to maintain a jail, serve civil process, and provide resources to fight wildland fires. Noxious weeds are non-native, invasive, plant species whose control is legally mandated. Per the Colorado Noxious Weed Act 35-5.5 all landowners both public and private must control these species on their land. The cultivation and sale of these plants is also illegal. Noxious weeds degrade native ecosystems, reduce forage for wildlife and pollinators, impact agriculture yields, property values, and in some cases human health.

Integrated management is the best option for controlling noxious weeds. Depending on the biology of the plant, certain control methods will be more effective. The Archuleta County Weed and Pest Supervisor can help you create a management plan that uses: mechanical control, biological control, and/or chemical control.

There are five noxious thistle species in Colorado and four occur in Archuleta County. Chemical control in the spring and fall works great on both species and there are biological control agents available for Canada thistle and musk thistle. Hand-pulling or cutting down the plants works well for biennial species such as Scotch, musk, and bull thistle-which all have simple root systems. Canada thistle has a creeping root system and any disturbance below the surface will encourage new growth from the root system. Repeated mowing can deplete the root reserves of this plant after several growing seasons. Solarization can also kill Canada thistle. Solarization should be done with clear or black plastic that will cover the plant for the entire growing season. Clear plastic works faster than black plastic.

The Weed and Pest Department sells herbicides and biological controls during the growing season. We also carry gas cartridges for prairie dog control and grain bait for grasshopper control. We can help release biological controls, conduct property inspections, and create management plans for landowners. We maintain a private spray list each season and can treat around 100 private properties. Once we have reached our capacity, we will direct you to a private commercial applicator in the area.
